Support for local economic development and conflict prevention in the Gao and Timbuktu regions (ADEL)

Financed by the European Union Emergency Trust Fund for Africa and implemented by the Luxembourg Agency for Development Co-operation (LuxDev), the ADEL project targets vulnerable populations in the regions of Gao and Timbuktu in northern Mali. It draws on the achievements of previous projects aimed at reviving the local economy and supporting communities in northern Mali (RELAC and RELAC II), implemented between January 2016 and September 2019. The experience of these projects has shown that it is possible to implement development actions effectively despite the challenging security situation. The objective of the ADEL project is to support local economic development and the improvement of the governance of local authorities in 42 municipalities of intervention. In a fragile intervention context and unstable security situation, more than 100 local associations and cooperatives will be supported through the consolidation and/or implementation of economic projects in various sectors (agriculture, livestock, fishing, crafts) in order to revive and develop the local economy and contribute to the stability and well-being of the people. The project targets the entire population, particularly young women and men aged 15 to 40 (project result 2).

Expected results

  • Result 1: Economic projects participate in the local development of local authorities in the Gao and Timbuktu regions
  • Result 2: Opportunities for employment and professional integration are created for young women and men in the Timbuktu region
  • Result 3: Local authorities supported in the regions of Timbuktu and Gao accomplish deliver basic services to its populations
  • Result 4: Support for local regulation promotes social cohesion and participates in the prevention of conflicts in the supported local authorities

Localisation

The project is implemented in the regions of Gao and Timbuktu in northern Mali.

Beneficiaries

  • 970 000 people (400 000 in the Timbuktu region and 570 000 in the Gao region)
  • 2 500 young people trained, including 2 000 entering the labour market
  • Elected officials, municipal agents and management committees of basic social services of the 42 target municipalities (23 in the Timbuktu region and 19 in the Gao region)
  • Users of 300 basic social services provided or rehabilitated
  • 170 associations, cooperatives, local economic project managers and its 5 100 members
  • Mali as a whole, the intervention in these regions contribute to promoting peace and stability in the country
